Web standards - who sets them

On this page ( http://www.tapvision.info/node/60 ) you say this:

As our web design professor at uni taught us, it's W3C who lay down the web standards; Web Standards Org could be considered an advocate group promoting compliance with the web standards. Perhaps this should be corrected.
